Legal guidelines to keep in mind:
- The U.S. Constitution requires that wards have substantially similar total populations (number of people in each ward), so that the value of each individual's vote is not worth more or less than others.
- According to 2010 Census numbers, each ward in Blue Island should ideally have around 3,387 people.
- Since it is sometimes difficult to make wards perfectly equal in population, a total population deviation of around 10% is allowed.
